Stage 1
Preheat stove to 350 degrees F (175 degrees C).
Stage 2
Blend flour, earthy colored sugar, oats, margarine, and cinnamon together in a bowl until brittle; press into the lower part of a 9-inch square heating dish. Spread rhubarb in an even layer over the outside.
Stage 3
Mix water, sugar, cornstarch, and vanilla concentrate together in a pot over medium low warmth; cook, blending at times, until thick and clear, 5 to 10 minutes. Sprinkle sauce over rhubarb.
Stage 4
Prepare in preheated broiler until fixing is set, around 60 minutes.
